So, how did we choose the best retirement cities and towns for the list?
In order to be considered for one the best retirement locations, cities must meet the following criteria:
**Low or Average Cost of Living
- The cost of living must be 105% or less than the national average
based on the AACRA Q4 2006 COLI publication produced by the Council for
Community and Economic Research (C2ER).
**Affordable Housing - The ratio of the median home sale price to the median income must be at or below 5 based on homes sold in 2008, which is the national average.
**Medical Facilities - There must be at least 1 hospital that is ranked in “Americas Best Hospitals” within 30 miles and at least 2 residential nursing homes ranked at least 4 out of 5 stars by U.S. News.
**Activities - Must have at least some of the more popular recreational and cultural activities that seniors enjoy like golf, fishing, walking trails and cultural events.
**Senior Population - At least 20% of the population is 50 or older based on the U.S. Census data and projections.
**Overall Population - Must be a minimum of 100,000 people.
**Weather – The average January temperature is at or above 10 degrees F and the average July temperature is at or below 90 degrees F.
